Good design is the key, and is often lacking in mass market shoes. An earlier answer mentioned toe spring, which is a key component. The other thing to look at is the shape of the heel cup itself. If it is too wide at the top, or the wrong shape altogether, there is nothing you can do to make it stay. In addition, you can have a heel that is proportionally narrower than the average for your foot width. Get your feet fed up with someone who knows what they are doing and always buy shoes that fit you in the foot's foot first – because if you don't, you risk serious injury over time that can be permanent. Then compensate for your narrow heel (provided that is what happens here and not just bad shoes as described above) with things like hälinsatser.
